I am reproducing here the mail sent to me my Tata Photon guys telling me why inspite of me being charged full amount and having paid for the dongle why I cannot get coonectivity

With reference to your appended mail and in continuation to our telephonic conversation on your alternate number dated January 14, 2015.We would like to inform you, that testing was done in your area by our Network team and it was confirmed in the technical test that there is good coverage in your area however kindly note that the signal strength can vary due to several conditions like atmospheric conditions, structural location of a particular premise and topography, affecting the radio waves which also affect the deep indoor coverage in a particular location despite having an good coverage in a given area.
It is also dependent on the website you are accessing and the traffic which that site is experiencing.
Moreover, we would like to inform you that as checked by our Team, your area at present falls under highly utilized area and no further network augmentation is also planned and hence the speeds may get impacted.
Further we would like to inform you that USB modem is a sale model, for which the technical visit is arranged in case any problem persists with the services, but the cost paid for it is non refundable. We therefore regret to refund the said amount.
