I understand your predicament...It is the worst internet provider in the world I think....I have been suffering from their harassing executives to pay the nonexistent dues. I have filed a complaint at www.core.nic.in/? Ministry of Consumer Affairs, Govt. of India and awaiting their response.

But beware when the service becomes bad and if you want to get out, they won't let you go, they will keep sending the bills even after u clear all the dues. Read my post and u will understand.

I forgot to mention, the service engineers are the only good people (may be because they are not employees but contractors and they have contracts with companies like IBM, AirTel, etc)

Today, Mr. AAbhay or Ajay Prathap Singh (fake name) had called me on my mobile and harassed me for nonpayment of bill and he is sending summons if i don't pay in one hour. Today too, I got a call from the same guy, his phone number is 09696731684. He told me that I will get my summons soon if i don't pay up the balance in hour. I also got a call today. The caller's name was Akhand Prathap Singh (that is what he claims). His number is 09696731684. He harassed me and told me I will get summons. Same thing happened to me today, someone claiming to be a lawyer told me that Tikona has filed a complaint in Delhi High Court and I will get Summons.
