The experience ranges anywhere from humiliating to aggrevating and a bunch of other ings none of which are synonymous with pleasant. I dont know whose fault it is either. Thee are many ways to systematicaly make the experience more pleasant. But most of these systems rely on coopreation of the people and an honest user group. Between the travel agents and such institutional interests that hasnt in India, even though it has worked in cities like Montreal and Ottawa.
Then there is the supply-deman factor in India. Sooooo many people that want to travel. Its always going to exceed the quotas and the capacity at those buildings.
Advice to all - chaotic a it seems, there is a method to the madness. Get your papers in the right order. Dont ever try to bluff - state it like it is and you odds of getting your visa are high. There isnt much magic to the thing. Esp. recently, they have become quite methodical and look for certain key documents. Just get them in order and youre reday to fly.
