Depend on your usage. Not recommended unless you are light user / always connected.
For 16GB(10~12gb left), you can only own a few apps, everything else have to be on the cloud. And you have to be always online to enjoy your media. Do not even think about taking too much pictures or videos, you will run out of space.
Recommend Apps if you have knowledge of port forwarding and PC at home:
Streamtome.(Pictures / Video / Audio from your PC & Mac) - Takes up virtually no space
FileBrowser(Transfer your local iPad photos to PC or Mac or NAS) - Clear your space and have it read from streamtome.
Apple Music / iTunes. Make use of the offline feature to save some of your fav songs when you are off the grid.
But as you can see, the money you have to spend, on cloud / data subscription, PC/Mac 24/7 on. Its sometime better to save up and get higher storage options.
But for me, my country is fortunate, fast data plan, and I did not exceed plan, already have a Mac mini server with Time Capsule. So its no impact for me, 16/64/128gb, all are usable for me.
