The problem is we have to approach the right staff since not everyone is well versed about the issues.In my experience BSNL only has technical people compared to other service providers.We have to contact NIB of that area to solve any issue.Write a letter to GM Telecom of the district, all staff will call you and set right the issues.
Without registering the complaint in 198, your problem will not be solved. How they no you have broadband issues? I am using the data one service since 2005, the speed & reliablity were very good. Getting 80% of the speed almost anytime, downtime is very rare.
Dont believe other service providers gimmick AD, thats not true in my humble opinion.
