When the page opens change the country to India and click on check speed. You will see both your downlaod speed and upload speed. Then go to BSNLs site and file a complaint online using the public grievance link . Note the complaint number. The usual posting will be "passed on to the SSA for taking action". NO ACTION will be taken. After 3 days call1095 and file a complaint will the NODAL officer of the district. Quote your online complaint number and after you give them the complaint ask for the number of the complaint you have filed with them. DEMAND THE COMPLAINT NUMBER THEY HAVE TO GIVE IT TO YOU. Dont expect them to do anything they cant.
