Why You need free host? Well free Host can be useful for personal-sites/Fanpages/Informative articles etc.Dont go for paid hosting if you want to host personal sites.
Dont go for Extra.
Well for personal-sites/fanpages you dont need webspace more than 20MB so dont sign up for those Host’s who offers more than this limit.
Don’t get frustrated with Banner ads, Your personal site or fan site’s sucess is depend on how you arranged the site and content inside website.

Well I don’t wanna go too deep in this. But Design of your website will require some skills if you want to make it more catchy with Flash/DHTML etc.
Or you have to hire a professional to build a website.
Plenty of free Host’s Now a days offer ready to use templates/Editors so You don’t need those skills.Use those templates/editors and build your website in few minutes.

1) Create eye catching under construction page so vistors can return to your website.
2) Use navigational links at left/right or top of the page so visitors can easily use them.
3) Avoid Horizontal scolling and keep vertical scrolling to minimum.
4) Avoid frame based webpages and minimum Tables in page.
5) Keep the graphics of your website to minimum and earn more visitors as it will improve speed.
6) Put a copyright.txt in your web hosting folder so that you & your host can claim that your material is copyrighted.( This Advice is for Musicians/Graphic artists/Writers etc)
7) Offer your audience as many different reasons as possible to find your site useful.
