You may search people from around the world, with choices like Only showing the profiles with pictures and probably you only want someone who is between 18 and 24 who lives in UK and has his/her picture on the site. Now that’s simple. You just choose the search options and VOILA you have it right in front of you.
The only way to contact the members is probably the thing which will set you back couple of bucks. Especially when you find someone who looks really good and you click on CONTACT ME on their profile and see the following

The membership will set you back around $100 a year. But then again if it’s worth it, it’s you who decides. But personally I think it should have been free, they could generate thousands from Advertisers as well.
