The Indian Railways behave like private operators. When you book a rail ticket which is wait listed, you are charged like a normal ticket. It is okay. But when you cancel a wait listed ticket, is it fair to deduct 30 to 40% for no fault of the ticket holders. Even if a wait listed ticket is cancelled 1 or 2 days before the scheduled time of departure, these discounts are applied. Is it fair to penalise the common man for no fault of his? The entire refund policy of Indian Railways need to be re-looked keeping the interest of common man.
