I have brought honda activa 10 months ago in april 2003. The scooter is very stable.
Engine noise is less. Body is well shaped and aero dynamic. The front handle of honda activa is so designed that you cannot rash drive the activa. If you try, you can do it just to some limit. But as you can do with Kinetic Nova, you cannot do it with activa because of the main reason that the battery is in the front part. That makes the front handle heavy, but makes the overall scooter stable.
Before the 3rd servicing, the honda servicemen keep the rpm-idle speed of engine high so as to better free movement of engine. So expect the average of 25-30 only within the first year.
After the 3rd servicing, mechanics chage the engine idle speed to low, cause engine gets free upto 3rd servicing. So after 1 year activa gives good mileage results.
If Your activa does not give mileage over 32, follow the steps ON YOUR RISK. I HAVE TRIED IT ON MY ACTIVA BUT YOU DO IT ON YOUR OWN RISK. I REPEAT YOUR OWN RISK, YOUR OWN RISK, YOUR OWN RISK.
Open page 77 of your activa manual, you will find the throttle screw of engine idle speed setting. Open CLIC, start the engine , and move the screw anti- clockwise until engine stops. When the engine stops, restart it. If it stops again, Move the screw slightly clockwise. Repeat until engine remains on with barely hearable noise. Close CLIC and go for a ride of 1km , if the engine do not stops during your ride, you are successful. Do it very carefully.
