Number plate is not a part of the vehicle. It is like telling, scooter does not come with tyres, Tyres are optional. Legally, the company cannot deliver the vehicle without the number plate. The cost of writing/painting the number on the vehicle can be the owner’s responsibility, but the number plate(normal type must be part of the standard equipment).
This approach is very cheap mentality of the company/dealer.
