With great enthusiasm I decided to open the E-locker from ICICI Bank and found that it is not easy, as I think. Tried all possible ways to explore the option from the internet banking and could not find any way to activate the E locker service.
Called the call center and was told that the information regarding E-locker is not on their records and they would arrange a call back to assist me, which was good. However, this situation could have been avoided by letting the customer know, at the beginning of the call , by adding this message to the IVR, by saying if you are trying to get in touch with us regarding E-locker, then we can arrange a call back, rather than having silly apologies from some staff at the Hyderabad call center.
**I am now being told that this facility is only available for Wealth Accounts and NOT FOR PRIVILEGE account customers**
So, please do not waste your time, since you know the answer already

There is a latest update ** this E-locker opens has other challenges on the browser you are using and you need to give access to the pop-up blocker from your browser and it MIGHT work.***
