Below mentioned is excerpts from my complaint to Chennai regional manager about poor service of LICHFL Kozhikode office. Chennai regional office interfered in the matter and solved my issue.
I am a customer of LICHFL from 1999 onwards. I was having three loan accounts and was clubbed into one during 2004(A/C-30011877 for Rs.4 lakhs). I was never defaulted in payment of EMI during last Nine years. The service of LICHFL was excellent during that period.
During 10/2007, I had decided to construct first floor for my house. Hence, without any hesitation, I had approached LICHFL for obtaining a loan for Rs. 3 lakhs and was got sanctioned(A/C-30016941). I had collected first installment(Rs. 1 lakh) in November 2008 and 2nd installment(Rs.75, 000) in March 2008. I had completed the works for 3rd installment in 2008 May first week and intimated your good office for granting final installment. The work of first floor is fully completed except flooring, plumbing and wiring.
Your office advised me to contact the Engineer of LICHFL in Kannur and I had contacted him several times. Instead of other housing finance companies, the responsibility of bringing the Engineer for site inspection rests with the customer. But in order to complete the work in time, I had contacted the Engineer and your office regularly. Finally in June 3rd week, the Engineer advised me to take a photograph of the house. Hence, I had arranged a local photographer and the photo was printed. But still no inspection was made and I had contacted your office again in June 2008. They had advised me to send the photograph to your office and I had obliged.
After that I had contacted the Engineer in Kannur again. But Engineer told me that he was terminated by LICHFL and I should contact your office for further processing. Again, I had contacted your office and I was given the phone number of the Engineer in Calicut. When, I had contacted him, he had intimated that he is too busy in Calicut region and he will visit the site once he visits Kannur area. Finally- in 3rd week of July- Engineer Sri. Muhammed visited in kannur region and I had constantly contacted him over phone. Finally, I had managed him to visit my site at 1.20AM, after midnight. I told him about the delay and he had assured me that he will submit the document to LICHFL within two days. After two days, I had contacted your office over phone and they told me that the payment will be made in one week.
Nothing happened! Finally I had personally visited your office on first week of August and your office had intimated that Engineer’s report was not obtained so far. I contacted him right from there and he had told me that he don’t have a copy of my deed and it will take two weeks to get a copy from your Cochin regional office. I reached home and on the same day I had scanned the copy of the deed and emailed to the Engineer. Next day, I had contacted the Engineer and he told me that he want a certificate from the Village officer that the said house bearing door No-XII/289 is located in 7.5Cents of land in RS-32/3D of Kizhakkumbhagam Village of Pinarayi Village. I had intimated him that detailed location sketch was submitted during 1999 itself and the plinth was not changed after that. But the Engineer insisted that he needs that certificate for submission of report.
After 2-3 days, I had managed the Village officer to visit my site and she had measured the site according to the deed and a certificate to that effect was issued to me. On 09-08-2008, I had contacted the Engineer again and he told me that he is visiting kannur region on that day and he will collect the document from Thalassery KSEB office. But he did not! Hence, on 11-08-2008, I had sent the document via speed post to your office and the document was received in your office 12-08-2008. I had confirmed this over telephone also. But even after that, I did not get a favorable reply from your office. Hence, I had personally visited your office on 21-08-2008 to know the status of the disbursement of final installment. I really got shocked, when they had intimated that the certificate is missing from your office. So even after 4 months of completion of my house, I am unable to get the final installment of loan amount.
Although, I had called up at least 50 times to your office and personally visited 4 times during this period, your office was never kind enough to intimate me the status of the loan even once. Earlier, installments were got disbursed within seven days of completion of work.
