Review : While working as Divisional Mechanical Engineer in south eastern railway, I had some opportunities to witness the poeple of interior villages very closely in the district of Midna pore, Bankura , Purulia (in West Bengal) and Ranchi (Jharkhand). I observed one thing that a majority of BDO.s and other officers like DM, Secretary and others do not pay their Inspection visit as a regular basis and integral part of their responsibility and duty.
I have seen poeple not having a square meal in a day and waiting for dying call. Roads are not attended to make fit for normal vehicle and cycle. No arrangement of drinking water, primary education and clothings etc. are a regular feature of the villages. I analysed why such condition prevailing almost in all villages and semi-urban areas. The main reason is nobody right from minister and scretary to BDO is interested to offer their normal duties to the poeple for which they are paid salary.
They are very much interested to satisfy their own ruling political leaders whims and vandalism at the cost of their official powers. For this everybody must be trained for managing poeple and monitoring closedly to implement the projects, proposals with the full sanctioned funds. They shoul learn how best the administration can run for the interest of poeple from Indian Railways.
I would suggest government both at centre and state to depute railway official on deputation to teach the poeple’s service.
