E-Government

Sorry frens, as this is not the right category for this review. I requested to MS to add new category, but they have denied, as there is no subcategory for e-government.


Still im writing abt e-government, coz I wanted to let the ppl discuss this significant topic. Before writing this review I never knew what exactly e-government meant for.

E-Government is how governments are approaching their relationship with the citizens through the applications of information and communication technologies (ICT) to fulfill their duties and to better serve the public, aimed at speedier administration.


Traditionally, the interaction between a citizen or business and a government agency took place in a government office. So the E-government is the boon to those who are tired of waiting in unending queues and dirty, stained government offices.


E-government’s definition according to The World Bank Web site


E-Government refers to the use by government agencies of information technologies (such as Wide Area Networks, the Internet, and mobile computing) that have the ability to transform relations with citizens, businesses, and other arms of government. These technologies can serve a variety of different ends: better delivery of government services to citizens, improved interactions with business and industry, citizen empowerment through access to information, or more efficient government management. The resulting benefits can be less corruption, increased transparency, greater convenience, revenue growth, and/or cost reductions.


Areas of E-government where it can be extraordinarily helpful:Health, tax administration, transportation, police, property, license application or renewal, municipality, Personnel identification, Railway etc.


E-government essentials


Service related:Convenience, affordability, user friendliness


Technology related:Reliability, scalability (How well a solution to some problem will work when the size of the problem increases.), and interoperability (the ability to exchange and use information usually in a large network)


Governance related:Process re-engineering (The examination and modification of a system to reconstitute), collaboration and integration (The bringing of people of different racial or ethnic groups into unrestricted and equal association), and trustworthy.

Government-to-Citizen::E-Governance- Encouraging citizens to become involved in the political processes through online discussion forums, chat rooms, etc.


Government-to-Citizen::E-Service- Provide electronic opportunities to conduct activities such as making payments or obtaining consulting services for individuals.


Government-to-Citizen::E-Knowledge- Provide information about governmental activities that are important to citizens.


Government-to-Business::E-Governance- Providing businesses with opportunities to give input on business policies


Government-to-Business::E-Service- Make payments, file for licenses, download files needed for business, etc.


Government-to-Business::E-Knowledge- Deliver information relevant to specific business needs.


Government-to- Government::E-Governance- Facilitate communication among government agencies to enhance interrelationships among agencies

Types of E-Governance Functions


Engaging or representing Citizens:Connect citizens to government by listening to citizens and supporting answerability, thus strengthening good governance and increasing people’s trust in their governments. Some of the examples are various Web tools, such as online discussion forums, online surveys or polls, chat rooms, online forms for public concerns or complaints.


Facilitating Communication Among Government Agencies:Internal processes of e-governance between governmental units occur primarily via the government secure intranet. This internal system enables the integration between systems, networks and data within public administration, and the back-office capability to deliver corresponding government services


Types of E-Service Functions


Non-Interactive Services:This refers to information or advice that is published online and that is designed to help citizens or businesses efficiently carry out their daily activities. These e-service hyperlinks allow only an inactive relationship between the Web site and the user. For instance, the links leading to a page covering weather, air quality or traffic information, up-to-date food pricing, movie timetables, local maps, job information, and so on, were grouped into timely information for daily life.


Interactive Services:This coding category refers to content that facilitates interaction between the Web site and the user. Six major interactive functions were identified in this study.




  1. E-filing, for instance, individuals are able to check their tax status online, license application or renewal.




  2. E-payment, for instance online payment systems for fines, utility bills etc.




  3. Downloading files, such as legal forms for consumers, motor vehicle certificates etc.




  4. Searchable advice-giving information for individuals or businesses.In some Web sites, for instance, users can search information or documents by common subjects.




  5. Subscription/registration service.Some Web sites require membership registration to receive a certain service.




  6. E-mail service.Some government Web sites provide e-mail service for their citizens.






Types of E-Knowledge Functions


Government Information Delivery:Web page covered government-centered information, divided into three groups




  1. Administrative information about the Web host and its subordinate agencies that focuses on informing the public about the objectives, roles and duties of the concerned governmental unit




  2. Information about governmental routine affairs and political processes such as routine meetings, the leaders’ affairs and activities, and governmental projects




  3. Information about rules, regulations, and policies, including a variety of government bulletins, news briefs, announcements, notices and full-text documents about the rules, regulations and policies in a specific field.






E-government projects in India:


Andhra Pradesh’s, e-Seva, which is the first of its kind in India, and provides a spectrum of friendly services, including the payment of utility bills and the issuing of certificates and licenses.


Other projects include the Fully Automated Services for Transport(FAST), which encompasses services like the issuance of driving licenses and registration of vehicles.
