At Airports a sequence of people checking the screening stamp on ones accompanies baggage while boarding an Aircraft is hugely wasteful and instructor, it does not serve any meaningful purpose except giving an employment to some additional CISF personnel.
I do not think it is done internationally, the very fact that a person / a bag has got past the security check mean that is ’clean’.
