Product not deliverer, shopclues says delivered ??

I ordered Swastik Fruit Juicer order id 36743427 on 04 Feb 2015, 06:06 PM, the shopclues and the courier partner E-Pace are showing this delivered, however I never recieved the product.


Since 2 week I am following up with shopclues, but nothing happened, I am helpless now, feeling disappointed, feels like I donated the money the shopclues or shopclues snached the money from me forecfully.


Can anyone please suggest me what to do, how to escalate this? is there governing authority for online shopping sites?
