I could not pay my electricity bill online since the due date had already passed. Since I work full time and extra hours, I searched on the internet and found out the number of Jagtap(8149033518) from Shri Ganesh Innovators. I paid Rs 2010 in cash to Jagtap on May 21st, 2012 for bill payment, which includes Rs. 10 as his service charge.
This bill amount paid was reflected in the next bill of June 2012. But in July 2012 electricity bill, the amount previous paid re-appeared as "overdue" along with late charges and interest. When I called Jagtap for the details he said he would find out and let me know. Eventually, Jagtap asked me to re-pay the amount and late charges, and said that he would refund Rs. 2000 I had earlier paid to him. Since then I have made innumerable calls to him to follow up on this but despite his promises to repay, I have not received any amount as yet(as of Nov 2012).
Here is some sequence of events which have been taken place.
In my first follow up after late charged appeared, he said that he had made a cheque payment to MSEB for multiple electricity bills of different consumers. However, there was some issue only with payment and hence he will work out to get a refund from the MSEB.
A week later, I called him again to find out and he informed that within 15 days the amount will be refunded.
By then, the July bill due date had come, and he asked me to pay the entire bill online. I myself paid the entire bill again online.
After another around 15 days when I called him again he said that it is still not done and he need to check at the office for the details. By this time he had already started ignoring my calls and I had to all several times before he would pick my phone once.
He kept on delaying with multiple excuses, most of the time not picking up the calls, but then also delaying the matter saying - call you later, looking into this, call you in 2 days, in one week and all.
After a long time he finally agreed that the refund from the MSEB has been made and he would deposit it into my bank account. I SMSed my account number to him. After further multiple follow ups, he said that he has done a NEFT transfer to my account.
7. I could however not see this amount in my account. After a couple of days he then said that he had transferred to a wrong account and until he get the transfer reversed he would not be transferring the amount to my account. Even though he committed that bank takes 72 hours to reverse the transfer, he kept saying since for number of days that it has not been reversed yet.
He completely started ignoring my calls by this time at all. After several calls when I could finally talk to him and asked him the reason to ignore my calls, he told me that I "had not gifted him his mobile phone so it is his wish he would take up a call from me or not." I told him that in that case I may need to use other means of communication with him as he was not ready to receive my calls. He then talked a little politely and said that all other issues have been resolved only mine is pending. However earlier he had told me that the issue existed only for my bill. He also said that he had some financial problems and hence it is getting delayed.
Again after a many many days he said that he has transferred the amount again to my bank. This time also I could not see any money deposited in my account. He asked me to confirm the bank account number and then said that he had one digit wrong in the account number. He said that bank will reverse this transaction in 72 hours and then he will deposit cash in my account this time.
It has been more than 15 days since this reversal request has been made now(as on Nov 2012) and he still continues to say that it was not done from banks end. On last Friday Nov 2nd he committed he will deposit the cash by Tuesday 6th Nov. I have been trying to reach him on his mobile since last 3 days but he is not picking up the call nor responding to SMS. Hi phone rings, his phone comes busy and switched off at different times.
It has been almost 6 months now, I am tired of calling him again and again. He does not even receive my calls most of the time until I call him several times a day. Request you to please help me get this settled.
