Worst service ever

When I trying to recharge my mobile from some website, the transaction was failed and the amount was debited. It is Rs. 249. I contacted the web merchants, they said, "sir we didn’t received the money from your bank. Contact your bank. we are sending screenshots of the failed transaction. You can see on it that the payment was cancelled and you can give it to your bank for their investigation".

I contacted the  home branch immediately, no one is responding correctly. And the most frustrating word they are using is "Come tomorrow". Almost 3 months completed. Really fed up with their service and till now I didn’t get my money back.

What to do now. Please help me.
