I live in Delhi and frequently travel to Mathura ( on Delhi-Agra route) and to Paota ( on Delhi- Jaipur route). Many time I have found that at the end of journey bus conductor ask for ticket and keep ticket with him. Usually they sell this ticket again to some passenger on short distance. Some time they cajole and some time they even behave roude to get ticket back. In recent times this sort of practise has been increased. Earlier in Haryana Roadways these illegal practices were rare and were only seen in Rajasthan Roadways / UP Roadways.
If these practices go on, the days are not far when Haryan Roadways will also start to run in loss like Rajasthan Roadways. I surfed the net and did not find the address/email to complaint these.
