Hypothecation Cancellation

I have purchased 2 wheeler vehicle under Bank Loan and my loan was over.


I wanted to cancel the hypothecation entered in my RC book. I enquited with RTO


for required documents. The documents required are




  1. RC Book




  2. Insurance




  3. Emission Certificate




  4. Form 35(Given by Bank)




  5. Letter from Bank - no dues exist






RTO is charging a fee for this service. I paid Rs. 100/- and attached the receipt


with all the above documents. The officer after signing the documents directed


me to another person. He has taken all the documents and entered in a register


and wanted me to come on next day. Next day evening I went to meet the same


person, he gave the file to me and wanted me to get the sign of another officer.


I kept the file inside the officers cabin. He was very busy and asked me to come


on next day. I went on next day to take the file to Asst. RTO for signature. After


getting the signature, I brought the register back to the same person. He took


Rs.10/- and gave the RC book back to me with a remark that attenders are not


available and file movement is not happening.


Procedures are not written any where. This increases bribery.
