The company wants to unify windows phone, pc. It has a pretty awesome UI. The start menu’s first column is similar to windows 7 and the right column has windows 8 style app live tiles. You can resize the start menu horizontally and vertically.

Virtual desktop system also known as task view will allow users to create a virtual desktop for their different programs which will only be visible on the task view button. They will not appear on the taskbar. This feature is useful if you open a lot of programs.
Internet services: Windows has added a voice assistant called cortana as on windows mobile. This assistant answers your question using information from bing such as sports, traffic, weather, without much commanding because of included reminders. You can tell her tasks such as launching an app, program, setting reminder, asking questions. The more you interact with cortana the smarter she will become.
