Arindam: - Hello viewers, today in this special episode of “Wine with Arindam” in your favorite Royal Bengal Tiger (RBT) TV Channel, we have invited a special person, who is the mastermind in proposing the idea of “Population Tax”to our Government. Welcome to this show, Mr.Sain, and thanks a lot for coming here. Sir, from 2010 onwards, the concept of Population Tax will be implemented, and the couples marrying after 1st January 2010, will fall under this tax bracket.



Mr. Sain: - Ya, that is true. From 2010 onwards, the slogan of this government to all the married couples will be, “Tum doh, tumhare sirf doh, agar teesra hua toh, government ko population tax doh”. Basically, if a couple getting married after 2010, gives birth to their third child, then 5% of their annual family income will be charged for that child every year from then onwards, no matter whether it is a girl child or a boy child, no matter whether your annual income is 500 bucks or 5 Crores rupees.



Arindam: - but, what if in some cases, both the children of a married couple dies? Will they have to give the population tax, if they give birth to another baby?



Mr.Sain:- No, they will not be eligible for population tax, provided that the date of birth of their third child will be at least having a 270 days gap from the date of death of their first and second children.



Arindam: - Well, Sir, to a certain extent, this is ok. But, what if a person marries for 2-3 times? As we have seen in many cases that people get divorced and then they gets married as much as they can.



Mr. Sain: - No matter, how many times you marry, if we find that you are a mother or a father of three children legally or illegally, then he or she has to pay that extra 5% tax every year. If you do not pay the taxes within the extension limit of 2 months from 31st March of every year, then your bank accounts will be sealed by the Population Tax Department on a temporary basis, unless you pay that population tax.



Arindam: - So, you want to say that a person can marry for ‘n’ number of times, without paying any population tax, if he does not have more than two children.



Mr. Sain: - No, no, boss, picture abhi bhi baaki hai…If you get divorced within 5 years of your first marriage, then you have to pay 15% of your annual income to the government as population tax for that year, when you are getting divorced. This is valid for both men and women. For example, if you get divorced in 2012, then you have to pay 15% of annual income as population tax for 2012 only.



Arindam: - That you are saying for divorce cases. What about the 2nd marriage?



Mr. Sain: - If a person performs his/her second marriage within 10 years of his/her first marriage, then a penalty of 20% of annual income will be charged on that year of 2nd marriage. Not only have that, for having a 2nd wife or 2nd husband, a person will be charged 2% of his/her annual income as the population tax, till they get divorced. So, indirectly it is a warning to the newly married couples of 2010 that, have a proper family planning, otherwise, the government is there to snatch your incomes.



Arindam: - Do you think, the imposition of this population tax, will surely help the government to check the population, at least to certain extent.



Mr.Sain:- See, my logic is very simple. If you have more money, then you are always welcome to reproduce lots of babies and marry for many times. After all, those activities will reduce the fiscal deficit of our country.
