I am Mrs. Shyla Thomas from Bangalore, I & my husband (Saji George) approached Worldwide Immigration Consultancy Services Group at their Bangalore Office for submitting documents for immigrating to Canada during the Month of August 2005. The Sales Executive Mr. Sachin (he is no more working there) briefed us about various packages they are having, as we are not having any friend or relatives in Canada we opted for their Gold Package scheme. He informed us the total cost for this product is Rs. 1,25,000.00. I am a Post Graduate Teacher, at that time I was working as a Science Teacher & my husband was working with the Direct Sales Executive of HDFC Bank Ltd. We were not having much money so we decided to sell my Gold Ornaments which were kept in the Bank locker. We sold the Gold Ornaments & when we informed Worldwide Immigration Consultancy Services Executive about this he offered as a discount of Rs. 25,000.00 & we submitted all our documents to them. We also paid a sum of Rs. 4,000.00 (to be paid to their counterpart by name GPS, Canada). They gave us 4 receipts (copy enclosed) & a signed agreement form (copy enclosed). My File no. with Worldwide Immigration Consultancy Services is F-31796. We received our Canadian High Commission File No B-047529543 during the Month of December 2005 after we paid the necessary fees to CHC, New Delhi. They advised us to make arrangement for the Settlement Fund which we have to show at the Canadian Airport at the time of landing. My husband left for Saudi Arabia during the Month of August 2007 to work with a MNC (he is still working there) only to earn money to settle in Canada. I & my husband used to send quires to Worldwide Immigration Consultancy Services by visiting their website & we used to get clear information. We never approached them to get the refund or withdrawal of our file from Canadian High Commission as we aware that it is not the mistake of Worldwide Immigration Consultancy Services for the delay it is only due to the change of policies made by the Immigration department, Canada.
On June 26, 2010 Mr. Jason Kenney, Minister of Citizenship, Immigration, Canada decided to implement new Top priority list (copy enclosed) in which they eliminated some professions, unfortunately Teachers were also removed, but he assured those who are in the queue their cases will be processed as per old scheme.
On March 29, 2012 he implemented a new policy to eliminate all those files (copy enclosed) prior to February 28, 2008. They decided to return the files along with the processing fees paid to them without any deduction.
During the 2nd week of March 2013 I received my processing fees cheque from Canadian High Commission without 1$ deduction (copy enclosed). I immediately approached Worldwide Immigration Consultancy Services for getting my refund from them, they informed me that they can refund only Rs. 35,000.00 as a special case (copy of email enclosed) instead of Rs. 1,04,000.00 which I paid to them. They also send me 2 attachments along with their email in which wrong information is entered.
One form “Declaration Form” (copy enclosed) which says because I am not interested to go to Canada, I am asking for the refund which is wrong I never asked them to withdraw my file. Other “Consent Letter” (copy enclosed) which says I am not eligible for any refund but they are giving by considering my case as a special one. In the agreement it is clearly mentioned if I withdraw my application before the beginning of the processing they will refund after deducting their administrative charges. If I withdraw after the processing begins then no refund. My file never processed or rejected, it got eliminated. Now they are playing with me.
