Unkept Promises

I have booked an apartment at Akshaya Tango - "C" Block . I was promised handover in Dec’17. Its been almost 2 years and I only keep getting deadlines and commitments not being kept by the builder. The last communication from them stated handover by July’19. I am hoping the builder keeps up his promise atleast this time else planning to proceed legally for refund.
