Developers min obligation not completed since 3 ye

I bought site and constructed house in 2017. Till date I’m running on temporary electricity connection. We the layout people contacted developer several times and they promised to fix in 1/2/3 months but it is now close to 3 years and nothing got fixed yet. Very irresponsible.
