Theres no textual evidence of that as far as I can tell, but it seems significant that Frank Dodds evil is tied so strongly to Cujo from the very start of the book. Once a monster like Frank Dodd touches an area, the area is tainted. My interpretation of it isnt a literal presence of Frank Dodds ghost. I think Frank Dodd is also a metaphor for the evils that exist in society.

King says he doesnt feel panic or terror, but rather, a "gnawing anxiety." Its not terror that I feel, that I think most people feel, its a kind of gnawing anxiety where you say to yourself. The woman will take the car to the mechanic, and hell will be unleashed.
