Photoshop cc is latest version of Photoshop. Any version of Photoshop is in it a best .photoshop cc is easy to use .it consist of all the functions available in previous photoshop versions before cc photoshop cs6 was mostly used .but photoshop cc do not have oil paint filter in it, but Adobe also have given solution to it I.e. greycstoration plugin it is used to give oil paint effect
