Worst Customer service

Taken a new HD connection..more than 24 hours and the connection hasn’t been activated....no response from Customer Care also....every time I call new person picks the call and tells tat the problem will be resolved in 4 hours...have called at least 5-6 times....and the last time I called that till now no complaint has been registered against my connection...don’t know whom to complaint now....any suggestion are welcome.....somebody pls help...have not found anything positive till now..the person who call to install also acted as if he is the PM of India...and the CC....god knows how they are surviving will this service....
