Only the models that have cellular bands and, therefore, have cellular connectivity and can be activated with a cellphone service carrier, can provide a hotspot for other devices.
WiFi-only models don’t have that ability. Also, it depends on the carrier and/or your specific cellphone plan for the carrier to allow you to have ( or not) and use the hotspot feature. Cheap prepaid plans usually don’t offer a hotspot feature.
