BSNL has robust network and good tariff plans. But when you consider VAS and customer service they are very poor. For example the customer service people dont know anything about GPRS plans, settings etc.,
You have to get it by yourself. These people are little arrogant too. Most of the towers of BSNL are upgraded with 3G HSPA which is soon going to be with HSPA+.
Unlike private operators they upgrade most of the towers(even if it is a town, not a village) 3G plans are very affordable (compared to Tata Docomo and Reliance which have launched 3g as at the time of review).
If you can adjust with an operator without customer service, then dont think any just go to BSNL.
