What you have said is to be modified slightly, bsnl has to set up towers in the areas where they are issuing evdo usb internet connections. If there is no tower around your area, you might have to wait till there is a tower set up. My friend uses it and he gets minimum of 128kbps and maximum he gets is 900kbps, I have tested it. It has the easiest process compared to all the wireless broadband. Check in to the bsnl office and find out whether your area has the tower, then I bet you can get the speeds I have mentioned.
As I have tested in my friends laptop, it has downloaded a 5mb size file in a matter of two minutes. Please dont give such reviews without any proper knowledge and information. Or you can call the costumer care or you can just call the associate who has given you the connection and find out about the tower access.
