I have a BSNL land line connection and have connected this to my ECS ( electronic clearing system), which means the bill comes to me every month, however I do not have to stand in the Q to pay the bill and the money gets deducted from my savings account or credit card.
I have made payments since Nov2012 to March 2013, through ECS, even though my phone was NOT working. IF you are applying for ECS with BSNL, PLEASE, PLEASE DO NOT DO IT, since you cannot get a refund easily and YOU CANNOT STOP ECS FROM YOUR BANK, IF ECS is stopped, your details may be passed to CIBIL.
I am suggesting you that please do not start an ECS facility for BSNL, you will be very unhappy and will find it hard to deal with issues. I certify that this is my honest, personal review based on my own experience .
