Well you are quite late into fast growing tech. scenario par

Anyways if you are buying in a new computer heres the prime considering factors:
1.First understand your personal needs, i.e., you want it for business, education, multimedia or gaming. The configuration, cost etc. will depend largely upon this factor
2.Secondly decide whether you want to go in for a branded machine or an assembled one. Both have their indivisual pros and cons, while branded ones costs more, have better after sales service, however assembled machine offers you more variety in terms of machine configurations plus customization and if vendor is your close friend then go in for it.
3.I would like to give just a brief recommendation about and ideal configuration for a home user, hope to write a detailed one hopefully at some point of time in near future.
(a)Processor: Go in for AMD AthlonXP/Opteron/Sempron with ASUS motherboard which offers excellent performance to price ratio. In case you are brand conscious then go in for a decent Pentium(in this case you may have to shell out abt. 3-4 grands more than AMD for a similar or may be inferior performance).
(b)RAM: Buying a good processor doesnt means that the performance will be fabulous, go in for a minimum of DDR 256MB(333Mhz. or more) with recommended 512MB. With RAM prices going down one should pay due weightage to this.Hynix(formerly Hyundai is a leading brand for the same)
(c)Hard Disk: Nothing less than 7200RPM, 40GB/80GB choice is yours.
(d)CDROM: Na., I would ask you shell out a few hundreds more and buy a CD writer instead. In fact DVD is ideal option in case you are willing to pay bit more.
(e)Mouse/Keyboard: Go in for an optical mouse and a nice simple 101 keyboard of a decent brand. Make sure that you dont go in for the regular cheap stuff for kbrd/mouse, the trouble they will give you will probably outperform the cost you initially saved upon that.
(e)Game/Music/Multimedia: In case you are dedicated gamer, go in for AMD processors only with about 1GB RAM, also buy a nice Gaming co-processor as well as display adapters. You may also like to shell out some money for an additional soundcard to give you a complete performance.(You may turn up investing about 10k more.)
(f)Monitor: I would suggest you to buy at least 17 monitor in case you are not planning to upgrade at least for nest few years.17 ones are about 2500Rs. more expensive than regular ones.
(g)Last but not the least buy a good power supply(SMPS) of at least 300W, as a kind gesture, let me remind you that regular chinese stuff that you get for 300Rs. and marked as 300W is rarely above 240W, so buyers beware.
Actually there are more minute details also such as PCI, FSB speed, no. of USB, onboard LAN, modem, Northbridge & Southbridge chipset etc . but I dont think that one must engage into these details, probably an online research would fetch you what you are looking for.
Happy computing.
