We were trying to get CCavenue for Indian payments and PayPal for non-Indian payment for our site. While paypal allowed quick integration and I was able to experiment in the simulated ("sandbox" environment before setting up, CCavenue was absolutely horrendous.
They need dozens of documents before they let you open account. Surprisingly, CCavenue provides no place to test your integration with their gateway. While Paypal, despite being the largest and very user-friendly, have no set-up cost; CCavenue has a $150 set up cost (Guess other payment gateway in India also have similar cost so it looks like a cartel).
When we called their helpdesk, they bluntly said that they cannot help unless you pay the set up cost. And the most ridiculous thing is that there is no way of testing the link before it actually goes live. When asked CC, they said that you can make small 1-10 Rs real transactions to test!!
CCavenue probably has clients till larger International players are not allowed to operate in India or someone else starts a more user-friendly operations. Till date many of us have to bear their service
