Do not bank with citibank. They are a bunch of thieves, They will steal your money and you will not be able to do anything.
About 6 months ago, I purchased an item online from a USA seller using my citibank India debit card.
The amount was 85$ which was about 4000 rupees. This was immediately deduced from my account.
The merchant said that the money was refunded but I have not received it yet. The merchant said that he never took the money, just put the amount on a "preauthorization hold". So after the hold time(a week or so), the money would be returned. However now it is more than 6 months and the seller is not helpful. He just says that I should talk to my bank. and Citibank says that I should talk to the seller. They need a "refund reference number" and the seller says that there is no such number as this was an "authorization hold" which does not involve taking money from me.
This has happened on 4 different occasions:

when I added the card to my Google wallet account, $1(or 45 rupees) was deduced as preauthorization hold and was supposed to be refunded in 1 week, but it is now more than 3 months
when I added the card to my Amazon AWS account, $1(or 45 rupees) was deduced as preauthorization hold and was supposed to be refunded in 1 week, but it is now more than 2 months
when I canceled an order from android market$1(or 45 rupees) was supposed to be refunded in 1 week, but it is now more than 3 months.
Citibank will not care. They will simply swallow your money and you will never see it again.
Stay away from them. There should be a criminal case against this bank for all the frauds due to debit authorization reversal they have done.
