I understand there are second thoughts in this regard now. One must understand the efforts put in never go waste; success of otherwise. The invaluable knowledge of how things could be OR should not be done, can in my opinion be had only through this route ( first hand and not hearsay ). so the statement of the topic is pessimistic and I never am one.
may be alternatives (cost effective at the moment ) are available but canot be relied upon by past experiences. self reliance has no substitute
and again money spent in Rs. has already delivered in terms of employment and other multiplying factors associated with public spending, besides, enormous knowledge gained by the persons associated. Should they be called upon to deliver this time around, the time and cost could be much much less than similar fated projects elsewhere( including the so called developed ones )
hence with due consideration I can have but one opinion that the statement in subject needs to be tempered and not so blatant.
