I had a brush with so called ’CID’ officers to have my passport verified by them. It was a terrible experience and I have pointers which I want to share with uThe people who r assigned by the government to do ur passport verification are lowest low life. They will harass u in order to make money for the verification. Even if all ur documents r perfect they will still ask u for money like a beggar.
However, if u r missing a document or r not prepared for verification they will extract money from u as if to punish u for not being ready. Now we have to make sure that u are 100% ready and u make this verification guy to beg u for money and not to punish u. What is Police Verification? Well what I’ve learned is that the govt. wants to verify that address provided by u on the passport application form is correct and not a fake.
So u have to furnish documents supporting ur address and also signature of 2 neighbors who will vouch for u.This verification officer (we’ll call him loser) will try his best to prove that ur passport details r incorrect and that u r a cheat So u’ll get scared and then pay money to get work done. He will ask 4 documents which r not required. He will ask 4 multiple copies of the documents. And will crib all the time.But if u r ready in advance, u will pass with flying colors and like I said he will beg u 4 money, sorry to say but like a dog 4 a treat.So what do u do?First, while filling the application 4 passport u have to make sure the address provided by u can be backed with lots of documents.
If u just shifted in a new house or a rented house, first get a new telephone connection (preferably MTNL) in ur name/address. Get electricity bill on ur name. Open a bank account (govt. if possible) in ur name/address with a passbook if possible. Voter ID card if possible. Water bill in ur name/address. Even ur property registry if it’s a new house. u also have 2 write names of 2 neighbors who will give guaranty that u do live at that address. Do not just write any neighbor name on it. look for a neighbor who is a house wife or an elderly who stays at home most of the time.
So when this loser comes for verification ur neighbor won’t be out for work. Although in the absence of that particular neighbor, signature of any other neighbor also works but remember that the neighbor also have to give a copy of his or her Photo ID proof to the Loser. So now u will be running around to get a photocopy of the neighbor’s id and this looser will tell u how u r wasting his time and this is not done. So make sure that neighbor stays home when ur verification is due. Get their phone number, at least 3 copies of their photo ID proof on the day u are filling ur passport application.
Make sure the copy is crystal clear. And write the same address of the neighbor of the neighbor on the application form as on their Id proof. And like I said if that particular neighbor is missing on that day make sure u have a backup. Tell your neighbor in advance that you are expecting looser and to do the needful.
But what if you are new to the neighborhood and no one wants to give your guarantee. I’m sorry since I did not face this problem I do not have the answer. I recommend file an RTI.
One of the things I do recommend you should have is a scanner/printer. Because this loser will ask copies of documents not required or multiple copies. Or copy of your expired passport. And if you do not have them at that time, loser will start throwing his tantrums.
Although he’s suppose to call you before he drops in for verification and tell you in advance which documents are required. But then they do not get to make money so now their explanation is that to prevent fraud we (losers) do surprise visit. And so they catch you off guard. SO if u have a scanner/printer ready you can print anything in front of this guy. But if you don’t have a scanner/printer just make sure you have multiple copies of all documents.
Get all the pages copied of expired passport even if they are empty, get your entire property registry copied and mind you, atleast three copies. The address page of your bank passbook and the last transaction page to show that you are still with the bank. "Multiple copies are very important". Keep the original with you so incase looser wants to see them. I’m sure you also have copies of neighbors’ Id proof. If multiple passports are needed to be verified then you also need multiple copies of documents for each passport.
Now you get a call from the looser to tell you that he’ll be there in half hour for your verification. Now because you are ready with all your documents you don’t have to worry about anything. If possible I would recommend video/audio recording all the conversation just in case things turn ugly. The person whose passport needed to be verified is not required to be there in person but great if you are there. These losers prefer to deal with men and not with women because they can talk business with men and not with women. So only a woman who won’t easily get scared with loser’s tactic should deal with them. You give him all your documents and multiple copies and take him to neighbors’ and everything goes almost perfect.
Looser is worried that since all the documents are there, how can he make money? So, he’ll smile, roll his tongue out and request for a treat. And what I’ve heard, there treat is Rs. 250. If you are bold enough and have a recording of this process, ask him, "Are you asking me for a bribe?"If he’ll get pissed he might create a problem for you. But remember if you are genuine. This loser cannot do anything. Or just give him his treat and show him to the door. But let’s imagine you are not there at home to attend him and your relative lets him in. He will crib that why you are not there and will talk to you on the phone and tell u, "He is leaving the form at your place. Get it signed by the neighbors’ and bring it to a certain police station and with the documents and give them to me. I told him all my documents are ready and my sis will give them to you. He’s like no, I don’t want to deal with woman. Loser. " Now u get the form signed by the neighbors.
Make sure no over writing. Although you can use a whitener (I did) but try to make sure, no mistakes. Go to this loser’s work place which by the way is filth. The place I went to had stray dogs in the office. When I gave him copy of my bank passbook. He said the address is wrong. I told him, “that’s the bank address mine is on the right." He’s like O!!! They just want an excuse to make money.
I had one-one copy of electricity bill and telephone bill. He said he need one more copy. So I have to go out and get them photocopied. With all papers done. He asked me if I would like to just leave him dry (sukha). I asked him what he wants. He took me out of the office and said I’m like his (loser’s) younger brother so give him whatever. I gave him his treat and left.Friends, this is what I have experienced. Your situation might be different. Please do a proper research and be smart. File an RTI if u have queries be4 u r applying for a passport. Because there is almost no proper information on their website.
