I’m curious how many gallons of Kool-Aid you’ve drunk. Vespa USA has been loudly touting glowing reviews written by people who, for the most part, know absolutely nothing about scooters. And such reviews appear in authoritative publications as The Robb Report, definite go-to for people who want to be in the know about motor scooters.:)
Do you really not know anything about manufacturing? Of course a product with a limited run isn’t going to take up the whole factory floor. a modern scooter doesn’t have a whole lot of parts, and most of the few it does have are assemblies that can be put together somewhere else. even by OEM suppliers. And in spite of what Piaggio keeps saying, the 946 is no more "hand-made" than any of their other scooters. humans paint them, humans install the various components, humans test them when they come off the assembly line.
Any car company attempting to market a new product the way Vespa has done with the 946 would be the laughingstock of the industry. That would be true of Piaggio & C, . S. p. A., except nobody really cares anymore.
