Product not Received after Online Payment

I have ordered an eye mask from Ebay on 17th March 2015. The title of the product was "Buy 2 Get 1 Free Eye mask for sleeping aid Traveling Blindfold for sleepping". So I tried to book 2 items to get third one free. I processed till before the online transactions. But the 3rd item had not been added. So I decided to order just one piece.


The product(order ID: 131385324395) had dispatched next day through DTDC(C58621321). But the problem begins, when courier came to my address that time I was not at home so the product has been returned by DTDC.


Ebay provided the seller details, so I called up if they send it again. But the seller says he will rather return money but not resend the product. So I was expecting the amount to be credited to my account through which I made online payment.


After few days(31st Mar), I have received an email from Ebay that, they are considering it as delivered. Immediately I replied with my email conversation with the seller that he agreed to refund the product amount. But till date no response from Ebay.


There had tried through he link in the email "PaisaPay Resolution Center". It is asking for the product ID, if I click on the search after entering product ID, nothing shows up.


So bottom line: I wasted my money, times. No resolution from Ebay.
