I must salute the website developer of Irctc who created nonsense. I myself am a website developer so I can see the number of flaws in this site.
First of all the architecture of the site is totally BAKWAAS
When you click on some link then whole page refreshes.what is the need? I mean, this site is for online booking right? to check seat availability.right? Then make it simple and use Java Script and AJAX instead of depending on client server relation for each and every thing.
Allot two different domain names and domain for normal booking and tatkaal booking.makes sense right.use a different architecture.(ever heard of MVC.aur hibernet or so?) normal booking and tatkaal booking may use same database but different domain and different connection pooling.
Tatkaal as it sound is an emergency case and there should not be any foolish thing on this page, so in tatkaal there should not be any advertisement(people looking for tatkaal gets annoyed). Place your advertisement on the normal domain.
Increase the session time for booking.
These are simple methods, if employed then this site will become really fast, I mean at least 10, 000 times faster than today.
