The rate will come down. It will come down to affordable level of common person. If u see internet charges one year back in around 5000 -- 6000. Now they are 1500- 2500.
It is that much cheeeap.
One has to see what MTNL offering service. If they are giving good service then all private cell operator have lot of problems.
MTNL in under GOVT, they can use their policy very well.
