Issue with refund

Recently I made a payment towards electricity bill through PhonePe in the amount of Rs.112. I received a message from PhonePe stating the transaction was failed. However, they informed that the money will be refunded back to PhonPe account within 7 days. I haven’t received it back to my account. Customer support is pathetic and no response either.
