Bad service: not allowing me to apply for PMAY

I have taken loan from pnb on june 2018. From last 1.5 years, thay are not allowing me to apply for pmay subsidery in the name of internal norms. I am mentally tortured with the bank. My loan number is HOU/PUN/1117/458777
