If the ICC say that he doesn’t chuck then he doesn’t. All those comments that come from Mr Jatt are very misleading.
The ICC are not a bunch of lunatics, they are intelligent men. They have several times looked at his action on tape and in live, if they say his action is legitamate then it is.
The problem is the same every time, when teams cannot handle a specific bowler they put accusations up agaginst him. Australia couldn’t handle Muralitharan so they complained about him. England couldn’t take it when the big two big W’s (Wasim and Waqar) taught them reverse swing, they also complained about them to have tampered with the ball.
Shoaib isn’t always accurate, but when he is then you can be sure he will be in with the wickets. Shoaib has single handedly blown away teams, including the great Aussies. This shows his ability. But Shoaib has also allowed the pressure to get the better of him. An ideal example is him going for 18 runs of the first over against India (Tendulkar). When he gets it right then believe me even Tendulkar will regret trying to mess with this speedster.
His style and attitude appeal to the opposite sex, this interferes with his attitude. Shoaib at times thinks his place in this the side is permanent, this is not good especially for Pakistan.
All in all Shoaib is a genuine strike bowler (not chucker), who can win matches on his own.
