Shopclues.com not refunding money

Order no.23122563 ordered on 13 Oct 2014 and cancelled on 22nd Oct because they are not shipping the product. Still money is not refunded.

Order is put on hold. When I speak to customer care they say there is some technical issue and that is what they have been telling since many days now. someone pls help Really fraud people and very poor customer support.
