So the service providers are forming a cartel? The docomo site is misinforming about the process. MNP service seems to exist only in name.
I encountered the following issues -
1.Docomo has high entry barriers.
2.The call center staff are Discourteous. I reviewed comments about the other service providers and they all seem to be similar with customers not happy anywhere. This smells of an opportunity for an external player to enter.
