I got cheap plan for 10GB under 1000 bucks from Photon wiht a promise of speed upto 3.1 mbps. I have never ever breached a speed of 0.17 mbps from my home which is siad to be in a area with good connection and signals.Trying the customer care, they treat us like child making us do a setup thing that inlcudes resetting the ip address. after all that no difference. I was not expecting 3mbps in first case but at least speed closer to 1 mbps would have satisfactory.
Update: Donno if the events are related, but after I posted y review, the next day I got a speed boost of 0.1 mbps. Currently the highest speed I got is 0.29 mbps. Hurray:D
