Cheap but worst speed

I am using Tikona from 10 months and the speed is very slow and it cheap.

But it does’t matter if you give speed of 40 kb every time and some time it gives speed of 250 kbps so how can we say its a good internet service provider but I have to use it because it fits on my budget.
