I am also one among the victim of this site Timtara.com. After reviewing all your ways to get refunded, like complaints in Consumer affairs, sending emails to all possible emails ids. The best way to get refunded are
charge back option through bank (few reviews already given).
The current secure payment gateway is through " DIRECPAY" from timesofmoney.com. They are in-charge of transaction for these motherfuckers sites send mail to "info@direcpay.com", stating the transaction id and ask them to reverse the transaction. At least they will definitely respond in 24 hrs to contact the merchant directly
But don’t leave them, get hold of and show all your dare in email; below is the complete transaction happened for and I am hoping something will happen. I also sent the charge back form to hdfc bank.
Below is the mail I have sent to "info@direcpay.com" and guys everyone start sending mail to them, I believe these guys will be genuine like CCAVENVE and help us in refund.
It’s working out this way..........Now my order status changed from Awaiting shipment to Payment Refund pending!! and after 6 hours later showed REFUNDED. Hopefully by 2-3 days the amount will be transacted to my account.

After lots of mails to secure gateway client ( direcpay.com) who is handling this Timtara.com merchant site, had given us some hope in refund.
I escalated to highest level to CEO Avijit Nanda ( timesofmoney ) and the Escalation head had replied that they take action mailed me,
